Enable TML preprocessor by default if version compliance is at last 7.7

With issue #00005088 we introduced a new TML preprocessor. To use it you have to enable it vial ##MDSET directive.

In designs with version complance 7.7 or later we now enable the preprocessor by default. You have to disable it via ##MDSET directive if you don't want the TML to be preprocessed.
